I noted also that the document authorized &lt;u&gt;civilian contractors&lt;/u&gt; to do the dirty work.  I have not seen any good reporting on the number of civilian contractors currently undertaking military duties.  They&#039;re not just running the mess-halls and building infrastructure, they are carrying out torture and integrated into military intelligence operations.  WTF?  It must all be party of Rumsfeld&#039;s &quot;modernization&quot; efforts.</description>
